SEIU Local 99 Officer & Executive Board 2018 Election Results

SEIU Local 99 will be holding elections for the Offices of Executive Director, President, Vice President, Secretary, Treasurer and Executive Board Delegates in 2018.
Constitution & Bylaws Article 6 – Executive Board, Section 1.B Industry Division Executive Board Delegates

In accordance with our union’s Constitution and Bylaws, the following nomination procedures will be observed:

Prior to February 1, 2018 – The Executive Board shall appoint an Elections Committee consisting of a Chairperson and at least five (5) additional members. There shall be at least one member from each Industry Division on the Elections Committee. No member may serve on the Elections Committee if s/he is a candidate for office. If a neutral third party administrator is not engaged, the Elections Committee shall determine all questions of candidate eligibility, be in charge of the election process and the counting of ballots, the certification of results and decide any election protests.

January 30, 2018 – Nominating petitions will be available between 8am and 5pm at the SEIU Local 99 main office: 2724 W. 8th St., Los Angeles, CA 90005.

February 10, 2018 – a Candidate Initiation Meeting shall be held during the Industry Division Meetings at the main SEIU Local 99 office located at 2724 W. 8th St. Los Angeles, CA 90005, from 10 am until 12 pm for the purpose of picking-up nomination petitions and gathering signatures.

March 2, 2018 – Final day to turn in nominating petitions. Original petitions must be returned by 5pm to the main SEIU Local 99 office located at 2724 W. 8th St. Los Angeles, CA 90005. Petitions may also be returned to the Chair of the Election Committee.

April 6, 2018 – Ballots mailed

April 27, 2018 – Final date to request a replacement ballot

Replacement Ballots:
If you lost or damaged your ballot, or if you did not receive a ballot in the mail, you may request a replacement ballot on or before April 27, 2018. Requests for replacement ballots must be submitted in writing, either in-person at the Local 99 main office located at 2724 W. 8th St. Los Angeles, CA 90005, or by e-mail to michaelh@seiu99.org. Replacement ballot requests must include the member’s full name, employee ID#, employer, worksite, current home address, and a phone number (or email address).

May 4, 2018 – Ballots due in P.O. Box by 9:00am; ballot count begins at approximately 9:30am at American Arbitration Association office (725 S Figueroa St #400, Los Angeles, CA 90017). Members may observe the ballot count.

Qualifications for Nominations and Nominating a Candidate

Any member wishing to be a candidate for the Office of Executive Director, President, Vice President, Secretary, or Treasurer must submit to the Chairperson of the elections Committee, or at the main SEIU Local 99 office, a nominating petition signed by 100 members in good standing.

Any member wishing to be a candidate for the Office of Industry Division Delegate may be nominated by submitting to the Chairperson of the Elections Committee, or at the main SEIU Local 99 office, a nominating petition signed by 25 members in good standing within the nominee’s Industry Division. Per the amendments adopted by the SEIU Local 99 membership on November 17, 2017, The LAUSD Industry Division will now have three (3) “at-large” delegates and an additional seven (7) regional delegates, one from each of the LAUSD Board Districts; the “at-large” candidates may be assigned to any work location in LAUSD, and their petitions must be signed by members in good standing at any LAUSD work location; the regional candidates must be assigned to a work location within the District whose seat they seek, and their petitions must be signed by members in good standing assigned to a work location within the Board District of the candidate for that District.

Any member who wishes to be a candidate for the Office of Retiree Delegate may be nominated by submitting to the Chairperson of the Elections Committee, or at the main SEIU Local 99 office, a nominating petition signed by 10 members in good standing within the retiree division.

In order to be eligible to nominate a candidate for a Local Union Office and/or Executive Board Delegate, you must be a member who is not in arrears in the payment of any installment of dues or assessments more than one hundred and twenty (120) days after their due date.

Certification of Candidates:

The Election Committee will make a determination of the eligibility of all potential candidates. Petitions submitted prior to March 2, 2018 will be subject to an initial verification of sufficient member signatures to support the nomination. Petitioners who submit petitions prior to March 2, 2018 who do not have an inadequate number of signatures to support their nomination shall be notified of such deficiency by e-mail and telephone within two business days of their initial petition submission, and shall be given the opportunity to submit additional petition signatures by March 2, 2018.

Notice of Petitioners

During the petitioning period (January 30, 2018 – March 2, 2018), the names of members who have picked-up petitions, indicating the office and/or delegate position, shall be posted on the SEIU Local 99 website, which shall be updated weekly every Friday before noon.

Candidates shall be permitted to request to have campaign literature mailed to the most current home addresses of SEIU Local 99 members. Candidates will be responsible for the full cost of such mailing(s), which will be conducted by an independent third party.

Eligibility to be Nominated and Serve

A person shall be eligible to be nominated and to serve as an elected Local Union Officer or Division Executive Board Delegate who has been a member in continuous good standing in the Local Union for at least one (1) year immediately preceding the nomination and who has during all of that time paid the full dues required for the working members of the Local union within each month when due. However, if any of its bargaining units or Industry Divisions has not been in existence the time herein required, a candidate for office must have been a member in continuous good standing for the entire time since affiliation, creation of new Industry Division or first contract.

ATTENTION – Designation of LAUSD Board  District for Worksites Located Outside District Boundaries

On Monday, January 29, 2018, the SEIU Local 99 Elections Committee adopted the following: “Any LAUSD worksite outside the LAUSD District boundaries shall be included in the Board District in which the LAUSD main administrative office is located, for the purpose of electing LAUSD regional Executive Board Delegates.”
