This year in Sacramento we did something really great—we won child care services for 6,800 more children and rate increases for family child care providers that will go into effect on October 1.
SB 548 now focused on better access to training.
In 2015, we built an amazing coalition of partner organizations and got our child care bill closer to the Governor’s desk than we ever have before.
Many of us have requested access to training and a better understanding of regulations such as:
- Title 5 and Title 22,
- Funding streams for early education programs,
- Provider pay breakdown,
- The appeal processes for parents and providers.
SB 548 now includes language that will require all agencies to provide this kind of training—at no cost to providers. In fact, providers would be paid for our time, allowing us to provide for our own families and pay our assistants.
This training would also include a module on Occupational Health & Safety of Providers to protect ourselves from injuries in this very physical and demanding work. And the training will support providers in meeting new federal education and quality standards that California will soon implement.
Make sure Governor Brown hears from you!
We think we have a shot at getting the Governor to sign it if we all work together to apply enough pressure. This bill will make our child care system stronger. Please encourage him to sign The Child Care Quality Act, SB 548, which will give every subsidized provider access to a one time, 4-hour, mandatory paid orientation training that will empower us to continue to do our best.

A look at what we’ve done in 2015…
Since January, family child care providers have been at the forefront in the effort to end the California Child Care crisis. Together, we’re raising standards and improving child care.
February—SB 548 was introduced and more than 200 providers, parents, children and allies came to Sacramento from across California in support.
March—low wage workers came together with SEIU President Mary Kay Henry to speak out for $15 and a union. Child care providers described how having a union would stabilize our child care incomes and raise quality.
May—providers met with Hillary Clinton, urging her to push for far-reaching reforms to expand child care, pay child care workers a living wage and make these issues central to the 2016 presidential race.
Throughout the spring—we descended onto the state Capitol, testifying about the difference quality care makes for our children. We told our stories to legislatures and the public, emphasizing the strong voice of family child care providers advocating for the needs of all working women.
June—fourteen courageous women leaders sat in the middle of the street in front of the Capitol in Sacramento and refused move as they demanding reforms to our state’s broken child care system. (Read more about this very emotional day!) Later that month, we made significant gains in the state budget, giving more working families access to quality child care. Now, 6,800 more children will have access to flexible child care and there will be higher rates for child care providers. Effective October 1st, there will be a 4.5% RMR increase over and above the current rate for licensed family child care vouchers. On top of this, there will be a 5% rate increase for vouchers for license exempt providers.
Together, SEIU Local 99 union child care providers will continue to raise child care quality, expand access for working families and improve working conditions for ourselves and our assistants.
